“I am pleased that PA employees, many of whom supported critical services to Canadians during the pandemic, have a new interim agreement and that all employees represented by PSAC are being compensated for the toll that the Phoenix payroll system has had on their lives. This is proof of our commitment to fair and equitable agreements, taking into account the current economic and fiscal environment. The three-year interim agreement applies to nearly 84,000 federal public servants represented and not represented in the Programs and Administrative Services (PA) group. The interim agreement would increase the economy and the group overall by 6.64 per cent over three years until July 2021, the smallest increase recorded last year, in line with the current economic environment. We are negotiating the agreement with the Labour Council of Canada, which is covered by the Federal Public Sector Labour Relations Act. The last contract was signed in August 2019 and is valid until June 21, 2022. In 2017, the Federal Public Sector Labour Relations and Employment Board decided that civilian members of the RCMP should be considered public service officers under the ESS classification, which do essentially work similar to those of EC officials.

When this decision comes into force, CADRE workers will be covered by the collective agreement and will be considered part of the EC`s bargaining unit. In the meantime, existing RCMP conditions continue to apply to SSE members.
