Report On The Implementation Of The Eu Association Agreement With The Republic Of Moldova

R. whereas moldova`s population has shrunk by almost a third since 1989, considering that these are the worst demographic figures in Europe, whereas Moldovans are in favour of raising wages and improving education and institutions; Whereas such developments have far-reaching and lasting political, economic and social consequences; whereas Moldova faces a shortage of manpower and a shortage of qualified personnel, such as nurses and doctors; whereas older people, many of whom depend on remittances, are the most vulnerable and vulnerable people in Moldova, 36. recognises the importance of the EU Border Management Mission in Moldova and Ukraine (EUBAM) for harmonising border management and customs procedures with those of the EU, including resolving the Transnistria issue; 33h notes with concern the findings of the 2019 Commission-EEAS Association Report on Moldova, according to which the establishment of instruments and tools to prevent fraud and money laundering has been slow; expects the new government to build on the measures recently taken by the previous government to fight corruption and counter criminals and money laundering systems; 20. recognises the key measures taken by the Republic of Moldova to improve the efficiency of public administration; calls on the Moldovan Government to ensure the full implementation of the public administration reform for the period 2016-2020, in line with the OECD/SIGMA Principles of Public Administration; calls, furthermore, on the Moldovan authorities to increase transparency and combat widespread corruption in public administration and to establish a national school for public administration; 49K welcomes the progress made in public financial management and calls on the Moldovan authorities to accelerate the implementation of further reforms of the management and common economy and the UNCSD, on the basis of improving the rule of law; 79. welcomes the alignment of legislation with the EU acquis and calls on the Commission to provide the Moldovan institutions and the public administration with technical and financial assistance for these efforts and their subsequent implementation; stresses that this aid should be used to improve knowledge of human rights and the rule of law and calls on the Moldovan authorities to make faster progress in the rapprochement with the AA/DCFTA, including health and food safety standards; 81. . . .
